JAMMU, NOVEMBER 15: Lieutenant Governor Manoj Sinha has set the target of two lakh cases for the UT administration for sanctioning and financing under self employment schemes today, while reviewing the status of self employment schemes with Secretaries and senior bank officials, here at Civil Secretariat.
While chairing the meeting, the Lt Governor issued directions for the skill development department to utilize cutting edge technology to fulfill the real time needs of the Industry.
The Lt Governor said that SC, ST, OBC and women entrepreneurs should be given special focus in the self-employment schemes. He further asked the DCs to ensure the saturation of social security schemes and basic amenities, especially in far-flung and border areas.
The Lt Governor has asked the Banks to lay out uniform criteria for ensuring that no deserving candidate is denied the financial inclusion benefits due to trivial reasons. He directed them to designate nodal officers who will ensure the timely disposal of loans to the beneficiaries of employment generation schemes.
Impressing upon the Secretaries of concerned departments and Deputy Commissioners to saturate the coverage of various schemes including KCC, Mudra, Fasal Bima Yojana and others, the Lt Governor said that departmental coordination and involvement of all stakeholders including Banks, Cooperatives, Departments of Skill Development, and Labour and Employment is imperative for achieving the desired results of benefitting the common man of the UT.
The Lt Governor reiterated his directions of identifying minimum five youth from each panchayat for skill development and hand holding, with dedicated focus on the border and remote areas of the UT.
Expressing dismay over the low CD ratio of Banks, the Lt Governor issued strict directions to the heads of respective banks to increase their CD to more than the minimum benchmark of 40%.
He asked the Commissioner/Secretary, Planning, Development and Monitoring Department to regularly collect data from the banks and coordinate with them so as to ensure optimum available opportunities to the unemployed youth. He further directed for developing a common dashboard for monitoring the process and ensuring that all the benefits of intended self employment schemes are extended to the grassroot level.
The Lt Governor also issued instructions for the marketing and forward linkages for finished handicraft and other local products.

Kathua admin starts week long celebrations
KATHUA, NOVEMBER 15:- District Administration, Kathua today organised a programme here at Government Degree College for Women to commemorate the Birth Anniversary of Iconic Tribal Freedom Fighter Birsa Munda being celebrated as ‘Janjatiya Gaurav Divas’ across the country to acknowledge the contribution of the Tribal Community in India’s freedom struggle and in the development of the nation, besides making efforts to conserve and protect their art, culture and traditional knowledge.
Deputy Commissioner, Kathua Rahul Yadav, while addressing the students, said the government is celebrating the first ever ‘Janjatiya Gaurav Divas’ to recognise the contribution of the tribal community. A week long programme featuring different activities like capacity building workshop on preparation of GPDP for elected PRIs from tribal communities, Tribal folk music, tribal exposure tours, paintings, speeches to glorify freedom fighters, visit to heritage sites, movie/ documentary screening have been planned under ‘Janjatiya Gourav Saptah’ from 15-22 November 2021.
Referring to the valor and sacrifices made by the members of Tribal Community, the DC said they have a long history of serving in the Indian armed forces wherein they have demonstrated their patriotism and love for the country. He said tribal communities in Jammu & Kashmir have distinct cultural identity and they are mostly associated with dairying activities relying chiefly on animal and sheep husbandry.
He directed concerned departments to impart awareness regarding various welfare schemes and other initiatives of the government amongst the tribal community. He also insisted on organising more such programmes in tribal concentrated areas of the district.
Earlier, the event unfolded with the highlighting of achievements made with regard to the tribal welfare in the district during the current financial year. Chief Planning Officer, Uttam Singh threw light on various schemes and programmes launched by the government for the welfare of the tribal community. He informed that the District Kathua has successfully conducted Tribal Migratory Population Survey recently wherein it was found that out of total population of 616,435, the tribal population accounts for 53,307 which comes out to be 8.6% of the total population of the district. He also disclosed that a Tribal Model Village is coming up at Badnota, Billawar and a tribal hostel is being established at Bani. He gave a detailed account of different scholarships schemes viz pre matric, post matric and other initiatives to aid the wards of tribals. He informed the gathering about the setting up of e-classroom projects in Macchedi and Duggain areas of the district.
During the programme, students belonging to Gujjar Bakkerwal community presented the folklores besides throwing light on the life of great tribal freedom fighter Birsa Munda in India’s freedom struggle and also highlighting the cause of tribals.
Later, the Deputy Commissioner also gave away mementos to the members of the tribal community who have made remarkable and outstanding contributions in different fields.

FCS&CA Rajouri achieves 100% Aadhar seeding of Ration Cards
RAJOURI, NOVEMBER 15: Department of FCS&CA Rajouri has completed hundred per cent (100%)Aadhar seeding of the Ration cards of all the NFSA and Non-NFSA beneficiaries of the district.
With this, Rajouri along with Samba has become the first district in the UT to achieve this feat.
Aadhar Seeding is important as it helps to clean out duplications and fakes and provides accurate data to enable the implementation of direct benefit programmes. The use of Aadhaar reduces the cost of identifying persons and provides increased transparency to the government in the implementation of its schemes.
Earlier, Aadhar Seeding of the ration cards in the district was low which was creating a lot of inconvenience in prompt service delivery to the public as it was difficult for the department to identify the duplications and fakes.
Understanding the gravity of the situation, the team of the FCS&CA under the guidance of the District Development Commissioner, Rajesh K Shavan and tireless efforts of AD FCS&CA, Arif Lone stepped in to cover all the beneficiaries under the Aadhar seeding process.
The field functionaries of the FCS&CA Department took the job on a mission mode and worked hard to achieve the desired outcomes.
They also made the public aware of the benefits of aadhar seeding and motivated them to get their ration cards seeded with Aadhar.
With the positive response from the public and dedicated efforts, the department managed to ensure complete saturation of the district under Aadhaar Seeding within a stipulated time.
Deputy Commissioner Rajouri, Rajesh K Shavan has also lauded the efforts of the Department for achieving the feat and advised the officer and officials to keep working with the same zeal to provide smooth and hassle-free services to the general public.

CAB Awareness: OSC Rajouri distributes IEC material among public
RAJOURI, NOVEMBER 15: As part of the COVID Appropriate Behaviour awareness drive, One Stop Centre Rajouri, on the directions of the Deputy Commissioner Rajesh K Shavan today distributed IEC material, including pamphlets among the public here at the DC office and ITI Rajouri
The IEC material distribution was done as a part of the sustained campaign of spreading awareness among the people on the precautions to be taken against the pandemic.
Administrator One Stop Centre Rajouri, Nitu Sharma and her staff disseminated information among the public about the do's and don'ts to check the transmission of the COVID19 infection.
The team appealed to the public to follow COVID-19 appropriate behaviour to shield them from viral infection as this is the only and the best tool to fight against the pandemic.
The people were urged to wear masks while going out of their homes, maintain physical distance and avoid visiting crowded places.
They also advised the public to take the COVID vaccine and also go for a COVID test if they feel any symptoms to ensure their safety as well as the safety of the others.
The people were also briefed about the measures being taken by the District Administration to counter the pandemic in the district and urged upon them to ensure full support to the Government in this fight.

DC Kishtwar reviews achievements under District Capex Budget
Stresses on optimum utilization of funds, timeline completion of developmental works
KISHTWAR, NOVEMBER 15: Deputy Commissioner Kishtwar, Ashok Sharma today chaired a meeting of the district officers to review the progress achieved on different works under the District Capex Budget 2021-22 and Centrally Sponsored Schemes.
Additional Deputy Commissioner Kishori Lal Sharma; Joint Director Planning, Mohammad Iqbal; Assistant Commissioner Development (ACD) Kishore Singh Katoch; DPO Sunil Bhutyal; EO MC Kishtwar Tariq Balwan, CEO Kishtwar, CMO Kishtwar, Xens PHE and PWD besides other concerned attended the meeting.
The Deputy Commissioner reviewed scheme-wise expenditure status of Area Developmental funds, Jal shakti, transport, social services, general services and other sectors.
During the course of the meeting, the district officers gave detailed presentations on the physical and financial progress of different works being executed under the District Capex Budget 2021-2022.
The meeting was informed that out of the total approved outlay of Rs 62026.27 lakhs for the year 2021-2022, Rs 12785.66 lakhs have already been released to the departments and the total expenditure upto the end of October 2021 stands at Rs 9302.76 lakhs.
Besides, the Joint Director Planning apprised the chair that out of total 2281 works, Administrative Approval of 1808 work has been accorded and 1535 works have been tendered out so far, while 912 number of works are under execution and 12 works have been completed till date ,JDP informed.
The Deputy Commissioner instructed the district officers to accelerate the pace of work and expedite booking of expenditure. He further said that if any department fails to make expenditure of current budget, their funds in the next year budget will be reduced proportionately.

District Admin Udhampur celebrates Janjatiya Gourav Diwas
UDHAMPUR, NOVEMBER 15:- To Commemorate the birth anniversary of iconic Tribal freedom fighter Birsa Munda being celebrated as Janjatiya Gaurav Divas, an impressive function was today organized by District Administration here in collaboration with Gujjar & Bakerwal Hostel .
Regional Director Survey and Land Records, Nawab Din was the chief guest on the occasion.
At the outset, Assistant warden Gulsher Ahmed presented a welcome address and threw light on the life of Tribal Freedom Fighter, Birsa Munda. During the programme, Students of the G&B Hostel also presented a Gojari folk song.

DDC Councilor Ramban launches Road construction work
RAMBAN NOVEMBER 15: Councillor District Development Council, Ramban, Renuka Katoch today kick-started road construction work from District Police Lines to Ward number 9 Maitra here in the presence of PRIs.
Assistant Executive Engineer, PWD, Ramban, Ranjeet Singh, Engineers, prominent citizens and field staff of the department were also present on the occasion.
She said that the 1.2 KM DPL to Ward number 9 Maitra road project would be completed at an estimated cost of Rs. 40.50 Lakh under DDC grant of District Capex Budget. Renuka Katoch said that nearly 300 people would be benefited with the completion of this road work.
The Councillor said that connecting each and every habitation of Ramban-B constituency with roads is the top priority of the District Development Council Ramban. “Sustainable development of far-flung areas is not possible without road connectivity and with this view the Centre Government has sanctioned many road projects for rural areas” , she added

Enforcement teams recover Rs 22, 200 fine from violators in Ramban
892 vaccinated, 1854 samples collected
RAMBAN, NOVEMBER 15: Continuing the enforcement drive to implement Covid protocol across the district Ramban, the Enforcement teams today fined scores of violators for roaming without wearing face masks and not maintaining physical distance.
The enforcement teams, during the inspection in their respective jurisdictions, recovered a fine of Rs. 22,200 taking the total amount fined since April 1, 2021 to Rs. 65, 65, 950.
The Enforcement officers urged the people to wear face masks and maintain physical distance besides taking Covid vaccination doses at their nearest CVC.
District Immunization Officer, Ramban, Dr, Suresh informed that as many as 892 persons were administered first and second Covid vaccine doses across Ramban district today.
As per daily bulletin issued by the Chief Medical Officer, Ramban, Dr. Mohammad Fareed Bhat, the Health Department has collected 1854 samples including 464 RT-PCR and 1394 RAT samples besides administering Covid vaccine to 892 persons at dedicated Vaccination Centres in the district.

J&K IMPARD organises Off-campus training at Reasi
REASI, NOVEMBER 15: Jammu & Kashmir Institute of Management, Public Administration & Rural Development (IMPARD) today organised an Off-campus training course in collaboration with district administration Reasi on “Budget formulation in Gram Panchayats”.
Block Development Officers, Elected representatives and other field functionaries of RDD of Reasi district participated in the course. The objective of the programme was to acquaint the participants with various financial sources in gram Panchayats and the process of budget formulation.
Course Coordinator Dr. Ruchi Gupta briefed about the course and discussed how the gram panchayats can raise their own funds through various sources. Mohammad Yousuf Parray, BDO Directorate of Rural Development Jammu, vividly explained the process of Budget formulation to the participants.
Dr. Anirudh Rai, ACD Reasi apprised all the Panchayat representatives and field functionaries that panchayats must raise their own funds and formulate budget in order to fulfil the objective of holistic development of the gram panchayats. He also expressed gratitude to the Director General IMPARD, Saurabh Bhagat and his entire team for organizing such off-campus courses at district level.

Dir AHD Jammu inspects functioning of JKMPCL Milk Plant
JAMMU, NOVEMBER 15: Director Animal Husbandry Jammu Dr. Sagar D. Doifode today visited Jammu and Kashmir Milk Producers Cooperative Limited (JKMPCL) Milk Plant at Satwari, Jammu and interacted with the management there.
During his visit, the Director thoroughly examined the milk processing infrastructure and its various units including Paneer making unit, Ghee making unit, Curd making unit, Laboratory, Cold storage, Ice cream making unit, Packaging section
The Director was informed by the CEO-JKMPCL that the organization has an over 10000 membership base of local dairy farmers with linkages to around 400 village Dairy Cooperative Societies and the installed processing capacity of the unit is around one lakh litres of milk per day.
The Director issued on spot instructions to the Chief Animal Husbandry Officer Jammu to organize special exposure visits of the budding dairy entrepreneurs so that the culture of cooperatives is promoted amongst them for their socio-economic betterment. He further added that such visits shall keep them informed and aware of the latest technological advancements in the Dairy Technology industry and facilitate adoption of good management practices in the production & processing of clean milk.
